Freaky Weird People Of The Society

People screaming and destroying public properties abusing the government officials. People goes to the super market starts throwing things on the road breaking glasses and windows. Some this giant aggressive grizzly looking people shouting at some COPS. So what is the best way to handle these people? I can't be sure what kind of mental illness they have, so I don't know the best approach. How should we handle this problem as a society?
